[evlatests] T304 MIB's Watchdog enabled

     In the interest of of improving the reliability quotient, I have 
enabled the watchdog timer in the Antenna 16 T304 MIB's.   Additionally, 
the reset counter has been fixed.  This should give us a general 
understanding of why a MIB resets as well as frequency of occurrence. 

    For the time being, the watchdog timer will remain disabled in 
Antenna 14 T304's.
