[evlatests] Antenna 14 & 16 hardware

When we arrived at the VLA, the Cryo shop had replaced the compressor on 
ant 14 which caused the L and X-bands to be warm.  Ant. 14 also had low 
optical power on the high channel to the IF-B deformatter.  We chased 
the problem to the antenna where we discovered dirty fiber connections 
at the optical mux.  By cleaning the high channel E-2000 connector in 
and to the mux module, we gained 10 dB.  Ken verified that IF-B was working.

Ken then mentioned that while fixing IF-B, we managed to break IF-D!  We 
measured optical power and cleaned connectors to no avail.  After 
cycling power on the D304, deformatter statistics and SD voltages looked 
good and we cleared ant 14.

The FE guys installed the the C-band card cage on ant 16, but were 
missing the jumper cable to enable the 9.6 Hz cal signal to the receiver.

At about 3:00 PM, Ken mentioned that all four T304s in ant 16 were 
locked up.  The RF outputs were still present, but the MIBs were not 
communicating.  None of the other modules appeared to have lost 
communication.  After checking power, the T304s were recycled and 
resumed functioning.
