I spent some time making sure that the table driven attenuator
setting was working properly and found a few problems.

1.  The output attenuators were not being commanded because the
downconverter objects did not have the correct default.

2.  The 16B RF attenuator was misset at X band using the setting 
for IF D in error.  This was not a problem for other bands because
X band is the only case where the setting for the two IFs is
different.

Both these errors are now fixed and will be in the build done tonight.


An unrelated problem discovered is that the DTS module for 14B
is broken.  The deformatter reports errors from color2, the sampler
statistics are nonsense, the DTS status monitor point ix 0x5F, and
the T5 SD voltage is small and erratic.  Turning both the formatter 
and sampler on and off in various orders did not improve matters.
