[evlatests] Oracle Database Work

On Friday, October 21, the monitor and parameters database will be down 
on c3po from 7:30 am until noon. I will be moving files and data to 
reorganize the disks, plus installing a new alerts tool which will 
advise us when the database or hardware is in trouble.

I'll send out an email when everything is back up. Please let me know if 
this is inconvenient for anyone.
