[evlatests] X-band Phase behavior

Having found a curious repeating pattern in the C-band data from
last night,
I reviewed the X-band data from over the weekend.

This dataset has all 8 IFs working.

Qualitatively, the behavior is the same:

Each source change is accompanied by a change in phase.
The changes are the same between opposite polarizations of
the same IF pair (i.e., 14A and 14C have the same jumps).
The two IF pairs have different phase jumps (i.e., 14 B and D
are different from 14A and 14C).
Antenna 16 has the same relations as above, but the jump
quantities are different.

The simple repeating pattern seen in the C-band data is
not the same in the X-band data. Antenna 14 has three phase
states -- and no 'doubles'. Antenna 16 has no clear phase patterns --
just jumps to new phases.

As with the C-band data, there is no correlation with source
declination or observation position.
