[evlatests] Antenna 16 Receiver Update (plus news on Antenna 13)

On Thursday Lisa, Brent, Chuck & I installed the Q-Band receiver (S/N 31)
on Antenna 16. It seemed to be cooling fine when we left the site. It
still needs to be aligned to the sub-reflector. Alas, when we finished our
part of the installation, we were unable get a hold of the Antenna
Mechanics (the VOIP phones were not working and there was an All-Hands
Safety Meeting of some sort). More importantly, the turn-buckle  brackets
have yet to be mounted so I was reluctant to let the antenna move in
elevation until those are in place to provide lateral support. Accordingly
I have left the Antenna in a pseudo lock-out (the drives are disabled at
the antenna, but there is no actual lock on the switch box). Although
tomorrow is Friday, I hope we can still get the appropriate Antenna
Mechanic support to complete the installation.

We also swapped out the C-Band receiver on Antenna 16 (S/N 3 replaces S/N
2). We found the original C-Band was warm (we cannot monitor it remotely
and won't be able to do so until the F317 module is available). This may
(or may not) explain its poor performance lately. The new C-Band appeared
to be cooling fine (after some problems with the fridge running
backwards). We confirmed that we could see switched power at the D-Racks
even when the receiver was warm. The verifies that the dummy F317 module
is providing the correct 9.6 Hz waveform to the receiver and that the new
Card Cage is turning the noise diode on properly.

I'll provide Ops with the Tcal values for both the C & Q-Band receivers
tomorrow. Someone will eventually have to update the T304 attenuator
settings for these bands as well.

The Feed Heaters on Antenna 16 have been checked out and can now be turned
on & off remotely.

Finally, the L & X-Band receivers on Antenna 13 were powered up and are
now cooling.
