Antenna 16 sort of works less well than 14.

1.  L302-1 is sulking in standby mode.  I rebooted it once
but it did the same thing.

2.  The IF D downconverter DTS module combination is behaving
strangely.  The problem most likely is the output attenuator.
The symptoms are most easily explained with a table:

Atten  RMS of sampler values
  0     9
  3     6
  6     4 or 45
  9     45

Using IF B and a limping IF D I found that antenna 16 also
wanted a delay change of about -30 ns.
