except for the last sentence below, i would say that this was a known 
phenomena - obs2script does not correctly calculate the end of scan 
time.  it takes literally the LST stop time in the OBS file.  what the 
modcomp does is extend that to the next 10-sec IAT tick.

but it should always affect all IFs in the same way...
