[evlatests] 16B DTS problems

   Today, the D302 module in 16B was replaced with a new version of the 
-auto- digitizer reset code.  This code should not be fooled by RFI. 
See Mike's previous email to get details.  We've had 16B running in 
L-band for a while, and our diagnostics say everything is happy. 
Apparent RFI, no resetting...  Data from 16A,C,D is still questionable. 
  If, after a few tests, everybody's happy with 16B's behavior, we will 
then implement this latest version of code in all of the DTS modules.
