[evlatests] Changes to EVLA web page

I have made a couple more changes to the EVLA
web page.  I have made a single link on the LHS menu
to EVLA Tests / Technical Documents.  If you click on
this link you will be taken to a new page which has links
to a page with Walter's Testing Priorities, the Test Results
Directory, the EVLA Test Schedule, the Documents, Templates
and Technical Drawings page, and the Email Archive from
this group.

Please point these changes out to people who are not on this
email list.  In particular, I think quite a few of the electronics
staff probably use the Documents, etc. link which was on the
front page and is now down one level.  Also the schedule was
on the front page with a link of its own is now down a level.
