[evlatests] antenna 16 pointing results

A truncated pointing run at X band was done including antenna 16 
Friday night.  Antenna 16 seemed to work fine with all four IFs
producing reasonable data.  The pointing errors were so large that
there were only seven trials with successful solutions.  Another 
eight could be used to set a lower limit and sign for the elevation 
error.  The distribution of measurements in azimuth was large enough
that the tilt can be estimated.

The elevation data seems to be best fit by a tilt of about 
2.5 arc-min low when pointed at an azimuth of about 70 degrees, 
and an El collimation change of about -0.5 arc-min.  The tilt
has been rotated to account for the pad azimuth and these three 
quantities have been entered in the parameters data base:

EWTILT   1.7 arc-min
NSTILT  -1.7
ELCOL   -2.5
