A new version of the Executor was installed at the VLBA
stations on October 23.  Changes were:

The vlbapoint routine had a bug which caused it to return
late, which gave RDBE boards insufficient time to setup.

Executor multicasts reference pointing offsets if reference
pointing is in use.

Bug fixed in use of weather station use for refraction
calculations - a communications timeout resulted in switching
to default value when it should have continued to use previous
value.
