[evla-sw-discuss] VLBA Executor version 1.1.15

I have asked for a new version of the Executor to be installed
on the VLBA next week.  Mostly a collection of small problems or
inconveniences.  They are:

Fix bug in rail flex term application
Fix the calculation of alert level for pointing errors
Correct a coefficient for the subreflector rotation trick
Cast Azimuths to range -180d to 180d, subreflector rotations to 20d to 400d
RDBE - remove extraneous and possibly harmful command at initialization
RDBE - set registers to indicate invalid switched power if not in use
Enable recorders to alert if they are not recording data
Subarray and vlbapoint.py change to make waitOnsource() command work
