[evla-sw-discuss] OMS version 2.4.0

We have moved up the versions of OMS.  The current version
is 2.4.0, which is the version previously running under test.
Changes:
Uses a java version of the 'scenario' program, which:
     Is much faster than having it run remotely
     Gives better diagnostics
     Gives extra priority to higher frequency observations
For some users with login-based database credentials, it is
    no longer necessary to enter a password
The 'sched' program is also run locally rather than remotely.
There is a new main program, with launch script 'gps2clock',
    which reads GPS data from monitor data and stores it in
    the vlbaparm database.

I believe the old version is still available through the 'oms-old'
launch script.

I have not tested this at all, but the windows versions 'winoms-old'
will probably work, and 'winoms-current' may work, but will be
missing some features, especially the ability to run 'sched'.

The 'oms-test' script currently executes the same version, but I
shall soon replace it with something more exotic.
