The CMIBs sorted out the last leap second with only a little grumbling
along the way.  Is there any reason to think that the NTP implentation
of leap seconds has changed since then?

In any case as Bryan says much of this is  handled at a higher level.
There might be a bunch of alerts for a while as the station boards
process the jump in "observation" time and NTP time.
