[evla-sw-discuss] test parameter query interface

I needed to get up to speed on the technologies we'll likely use
to address the pipeline stuff, plus as Vivek mentioned he was
looking for a way to get parameters in a text file. It is about
250 lines of Python, so it fit into the time I had.
If it proves useful I could look into how to hook authentication
into it for supporting POST and PUT operations (don't think we'll
need DELETE).
