[evla-sw-discuss] WIDAR StB and BlB rack 3 network switch

Jeff will be upgrading the IOS on the network switch that supports 
devices in S003 and B103 (3rd station board and baseline board rack) 
tomorrow to see if that resolves the dropped packet issue.

Jeff upgraded the rack 8 switch last week without issue.

The plan is Jeff will upgrade the switch as soon after 10am as possible 
once he gets word from Kerry that it's safe to proceed.

The upgrade is essentially a reboot of the switch which takes about 2 
minutes.  Last time the devices rode through the upgrade without issue.
