[evla-sw-discuss] Deactivate evla-oss-1 tomorrow

I'm going to deactivate evla-oss-1 tomorrow.  Deactivating simply
prevents the creation of any new blocks, existing data will still
be available.

Over the next month as data is removed the OSS will slowly drain,
once all files are off it I'll remove it entirely.

I've done this before with the AOC Lustre, it's transparent to
the clients.

Barring objections I'll probably do it around 9am tomorrow.
