[evla-sw-discuss] [Ecsv] archive down time

it's become apparent that i was not complete enough in my description of
the effect of this - sorry! let me describe it a bit more fully so
folks understand better what the impact will be.

during this period, normal observing continues. normal archive
*storage* continues. it's normal archive *retrieval* that will be
disrupted. james will have to take the ftp server machine down for a
good chunk of a day so that he, john, and maybe kscott can get it set up
for using lustre instead of the disk it's now using. we are
investigating some stop-gap measures to try to allow at least some
minimal kind of archive retrieval during the down-time, but it's not
clear whether that will bear fruit or not.
