[evla-sw-discuss] Removing sideband from delay models

We keep running into evil buglets due to receiving configuration
modifiers (sideband) along with delay models.  Many moons ago we
discussed moving this to the VCI message.  This should be done through
the "modify" command, so we should wait for that; then we have to
remember what we decided about where the modify should originate (I recall
the Executor but Ken is not sure).  Anyhow I would like to get this on
the table again.
