[evla-sw-discuss] EVLA back up

cpcc1 was not good.  I manually restarted its server process (I did  
not do a whole reboot).  This may be because it had started earlier  
off the -48VDC power plant (it's the one on the inverter) before the  
the rest of the network was up, so it got off to a bad start.  Should  
we just reboot it in case other things didn't go right?
