We have a new version of the OPT waiting on webtest for approval by
staff scientists. If we can get that approval before 10am on Wed we
should take the OPT et al offline and do the update at the same time
lando is taken down.
If we don't get the approval in time then we should either post a
msg-of-the-day warning on the OPT or just take it offline w/ a redirect
to a temporarily-out-of-service page.
