[evla-sw-discuss] monitor data archive unavail on Tue, 6/8

Just as an FYI in for future lando work: the EVLA Obs Prep Tool contacts
the parameters database for a small bit of information. When that DB is
unavailable it impacts our users. Please let Stephan and me know of any
planned future outages so we can get a msg out to users ahead of time.
