[evla-sw-discuss] Vers 3.5.2 of vci jar & schema files

It's not the usage the XML designers had in mind for 'use="optional"'.
but I've tended to add new parameters with the 'use="optional", wait
until I'm sure the revision has percolated through the system, then
the document generator starts adding the parameters, and then change
to required usage (a step I often remember).  Simplifies the
coordination between sender and receiver, especially if there are more
than one of the latter.
