The RSRO page Table 1 shows that even for RSRO all subbands must be identcial 
in 2010/T1.

Subbands are allowed to differ only in RSRO for 2011/T1.

So: all subbands must be identical in OSRO -- same bandwidth, same number of 
channels, same dump time.
