1.  Flags
              Decide format of flag table in SDM
              Write flag table w. SDM 1.0
              Load flag table into CASA
              Handle flags within CASA
              Export flags to AIPS

2.  ConfigurationMapper
              Take data with StB setup by CM
              Agree on how NIC addresses assigned
              StB, BlB, and CBE configured by VCI message
              Requantizer gain set via VCI
              OPT->Executor->VCI path tested
              Auto leveling by command on StB
              Executor commands autoleveling
              Requantizer gains returned to SDM

3.  Cal power
              Write SDM version 1.0 as standard format
              Define route from StB to MCAF for powers
              Synchronize cal power integration with output integ.
              StB sends cal powers
              MCAF writes cal powers into SDM
              CASA uses cal powers to calibrate

4.  Execution blocks, scans, subscans
              Decide path and contents for Executor->CBE for scan info
              Define VCI command to set requantizer gain
              Define VCI command to synchronize StB Integ.
              Send commands to VCI

5.  Feedback
              Decide how reference antennas are assigned
              Autophasing
              Reference pointing

6.  Tcal (probably after March)
              Decide which program element provides Tcal
              Install Tcals in chosen database
              Transmit Tcals to CASA

7.  Delay residuals (probably after March)
              StB estimates delay residuals
              Define route for application
              Transmit residuals
              Apply residuals
