I've always been uncomfortable with the disconnect
between perception of reality at the NTP server level
and reality at the Antenna level.
The only consistent means I've seen for showing
accuracy is to actually use the instrument.
There was definitely something 'wrongish' with NTP
and this 3rd peer. My inclination is to just rerun
timing tests after about 11am and see if the problem
goes away.
Longer term we need to get Ken's test documented.
It seems to be very sensitive and accurate on an antenna
by antenna and MIB by MIB granularity.
