[evla-sw-discuss] VCI -> JAXB - package name change

Hi, Sonja.

We're certainly referring to schema-generated VCI classes in our 
software, so a package name change will mean a little updating, but 
that's fine.  I'll update the pom.xml file to reflect the pkg name you 
suggest.
