[evla-sw-discuss] Address/hostname table for EVLA Widar0

There are a handful of problems.

1) Only the 1st two Station boards have the /sys/module/mcb
directory which is needed to calculate location and therefore
secondary IP and hostname.  Seems to work fine where it exists.
1b) The two baseline boards both report their rack and slot
as 0 and 0.  Should be 1 and 1.

2) The station board in Rack 102, upper crate, slot 1 has a bad
network connection.  No link detected at the switch.

If you move a board from one slot to another please let me know.
Eventually we'll have a dynamic environment but right now the
hooks for it are just stubs.  You can see it partially exists in
that both baseline boards assigned themselves secondary addresses
based on what was read from /sys/module/mcb
