[evla-sw-discuss] BDF 2.0 review

Hi folks --

   please find attached the latest version (2.0) of the BDF definition (PDF + 
XML).  Allen and I are the primary EVLA reviewers, but comments from
others (sent to mrupen) are welcome, especially if received by Friday.
I will put those comments together into a summary early next week as part
of the semi-formal review.

   So far as I can tell there are no major changes, apart from a significant
number of ACA callouts.
