[evla-sw-discuss] Delay Model Distributor

The convention the Executor is using is that each antenna has four
consecutive ports for its four station boards.  So even for PTC
use, a better algorithm would be to divide the port number by four
before sending evens to sb0001 and odds to sb0002.
