The reason is that this will go in an existing unused slot in the
archive record and it will perturb reading software least if it does
not change the location or length of anything.
The information can be packaged into yet another intent by obs2script
to make its way to idcaf, or can be retrieved by the executor from
the LoIfSetup and sent to idcaf in the XML document that contains all
the other scan related information. I leave it to others to decide
which seems best.
I will consult with Walter about where to place it in the archive
record.
