[evla-sw-discuss] occam (aka webtest.aoc.nrao.edu) downtime

As a consequence of our recent security woes, occam needs to be
reinstalled. I've planned to do so this Thursday afternoon, during
which webtest.aoc.nrao.edu and archtest.aoc.nrao.edu will be down,
this will affect the authentication portal to the new tools (opt,
rct, sct) and the rsync of /opt/services/syncd.
