i'd like to further split the organization, to reflect what we have in the org 
chart (which in some ways resembles reality, though not all...).

we should have 4 "projects" at the highest level:
  - EVLA M&C
  - EVLA SSS
  - NRAO-wide SSS (whatever we call it)
  - WIDAR

WIDAR shouldn't be a sub-project of M&C, but rather its own beast, with lots of 
subprojects (CBE, MIB, GUIs, whatever else)...
