[evla-sw-discuss] webtest downtime

This Wednesday web services on occam (webtest.aoc.nrao.edu and
archtest.aoc.nrao.edu) will be offline as I upgrade apache and
tomcat. I aim to start work on it at 11 and either be done by
1, or have given up by then and rolled my changes back.

This tomcat will be of the 6 variety, meaning it supports a more
recent version of the serlet and jsp specs than the previous
branch.
