Yes, it is the execution of the scheduling block that is atomic.
There needs to be something that keeps an eye on different executions
of the SB, which my scheduler does not have (although there is a trace
of it, in that, other things being equal, it somewhat prefers to schedule
executions back to back). I've always thought of this entity as the
'project manager', and that it would express its thoughts, in the end,
as a single number, which would be passed to the Scheduler to be added
with the other, fixed, priorities.
