[evla-sw-discuss] change to subversion service

I've modified our subversion server to require a valid login
for reads: the old behavior only demanded authentication for
writes and gave the world read access. I've done this to hide
properties files that contain information we shouldn't be
sharing with the world (specifically Oracle account/passwords
embedded in hibernate properties, though there are probably
others).

I think this should just work, my feeling is the people that
need access to our stuff already have accounts, and if they
don't, they should.
