[evla-sw-discuss] EVLA WIDAR: Delay Model - format and content

At the WIDAR correlator software meeting today we came to conclusion 
that, in order to save some CMIB CPU time,
time&day in the delay models (and other real-time requests) should be 
specified in the format used by the correlator.
If that is the case, the conversion into the format used by the 
correlator would be performed by the originator and not by the CMIBs.

The correlator receives time from external source, the format of the 
message is defined in the Programmer's Guide to the EVLA Correlator 
System Timing, Synchronization, Data Products and Operation (DRAO 
document A25290), Section 4.3.4.
