I believe Tom Morgan included provisions for a rather general case of
late arrival of lag frames.  I am unable to see how this can arise in
practice.  I think setting the lag frame store block size to just large
enough to build one output would probably work, and twice that would 
surely work.

Unrelated remark:  the ability of the CBE to do further integration beyond
the LTA is important to preserve in principle.  However, I think the first
practical application will be for interference excision, which is many
years down the road.  So the hook is needed, but if it helps to not hang
anything on that hook right now, pray proceed thusly.
