[evla-sw-discuss] Feed heaters

Currently, the control for the Feed Heaters is via the F320:
F320.FEED_HEATER_CMD=1
I believe Operations is setting this using the weather station
temp/dewpoint status, probably manually.
I used the F320 as the F317 and M302/M303 didn't exist, and felt that
the F320 would last long enough for me to incorporate it in the M303
(ie. rewire all the racks) at a leisurely pace.
