[evla-sw-discuss] Feed heaters

Jim Ruff was just in my office asking about automated control of the
feed heaters. They should be turned on/off by the dewpoint depression
below ambient, as found from the weather station. Implementation should
wait for the installation of the M303, where the control will eventually
be moved.
Three possible places to put this code:
1. Operator's screen. Approach would be same as for VLA - if software
believes heaters are in wrong state, tell operators, who then have a
way to send command to all known MIBs.
2. M302 screen. (along with other M302/3 functions like E-stop etc.).
Again would take the "recommend to operator" approach.
3. AntennaPhysical. Easy to implement an automated function. However,
one would like to have an operator override capability. Adding a 'rest'
or 'mib' interface would be a possible way to implement this. Not quite
sure what screen would talk to it, though.
