Yes.

In principle, as long at the time bins are integer factors of each 
other.  Although, you may drive the s/w programmer who has to write the 
code to do this (write the hardware executable script building s/w) to 
the looney bin.

Don't see why not.  Phase binning is just another way of dumping the 
data, and is controlled by software.
