[evla-sw-discuss] Real Time Clock for MIB

Just for a few of the more basic needs, I think some form
of nonvolatile memory, at least short term so the clock survives
power outages and  power downs for inspection or whatever. Maybe a
capacitor type backup that lasts on the order of a day?
I think battery backed leads into a maintenance issue we don't want to
deal with. It all really depends on what we need this part for (just
power-up
initialization of the on-chip timers?)
