Well, at the risk of us putting too much time into this matter
I would like to offer a suggestion.

I think we should keep this as simple as possible.  Instead
of breaking things into subsubsystems (which could lead to
the problem of 'where does the document go that doesn't fit
nicely into any one particular subsytem?') why not break it
down by origin?

All docs from NRC people would be assigned the way Brent started
it and all docs from ASG people be the way we were assigned by
NRAO's spec (without the further subsystem break down).

I doubt that mapping a number sequence to a subsystem will add
much benefit when the person can just look at the title to see 
what it is about.

Just my 2-cents.
