I received a more detailed pricing of the RTOS from ATI.
There licensing works in a way similar to WindRiver (VxWorks).
We would get a "target" CPU license (Synergetics EC-1)
with no restrictions on their numbers as long as we are not selling
these
devices. They have a per-seat charge for the development tools which
are basically for the target shell and debuggers (much like Tornado)

The kernel of the OS runs $12495 (list)
the network stack runs $14995
per seat items i.e. shell $1300

These prices include full source code. Depending on what agreement they
have with Synergetics (what part of all this stuff Synergetics supplies
us with a development system)
the cost probably would run 20% cheaper, maybe 30% if we opt for
binaries only.

The costs are "flexible" according to ATI's rep so there is some wiggle
room but
we are looking at about $30k

Yearly support is approximately 20% of the base packages cost (first
6-months included)
This goes to 30% to "renew" if the support contract lapses.

They claim to be a direct competitor to WindRiver and their OS features
are very similar. They
claim to have highly rated tech support and are #2 in the RTOS
marketplace.

Additional target CPU's (i.e. PPC) would essentially be treated as a
separate contract.
The contract covers target families, i.e. the EC-1 license would cover
all x86 processors
and a PPC license would cover all flavors of PPC (much like WindRivers)
