I would start with a fresh install of DIFX

Probably this indicates an issue with RPC on your machine. Rather than trying to fix it, I recommend just using difxcalc rather than calcif2 to generate the delay model files. That way you don't need the calc server - difxcalc is a drop-in replacement for calcif2 without all the hassle.
