CHANGE.DOC entries:

        For some reason VLBAUTIL, VLBARUN, and VLBAPIPE limited
        CHINC to 1 unless set by procedure (when CHINC < 0).
        Dropped the limiting code from these procedures.  Dropped
        the 1.0 limit for CHINC in the inputs section of the help
        files for VLBARUN, VLBAPIPE, VLBAFRGP, VLBAFRNG, VLBAMPCL,
        and VLBAPCOR.  Changed FRING itself to make sure that there
        are enough channels to do the fit (8 per IF) and reset
        CHINC if not.  Also FRING help file.
        Moved nowhere.
