16394.  March 27, 2026        EDITA et al.           Eric
        Changed QEDIUTIL routine EDTIMX which converts time
        numbers into times.  It extends a time range by half
        the distance to the preceeding time and to the
        following time.  Changed it to compute those halves
        independantly.  Previously it used the minimum of
        the 2 halves for both ends of the time range.
        Moved to 31DEC25 on 28 March.
