        a CL table from which to extract the frequency offsets.
        Fixed that.  Many tasks can call CL2FO but those calls
        were properly defended.

        Added a test before the lengthy examination of data times
        to make sure that the output data set name is not a duplicate.
        Moved to 31DEC25 10 July.

        Corrected error messages which switched the arguments.
        Changed progress message to happen 1/4 as much.
