        Changed LINTER and TVLOAD subroutines to treat 0 as blanked.
        Previously, when interpolating rows or columns, 0 was treated
        as a valid value even though ISCALE set it to 0 because of
        magic blanks.  The minimum valid value is 1 in loading images
        to the TV.  Changed similar code in TVIEW, TVSPC, and TVSAD.
        Moved nowhere.

        Changed it to call SETLOC to test AXTYPE and to make the axis
        increments similar only when the X and Y axes are a coordinate
        pair.  Only calls SETLOC when LOCNUM is not set on input.

        Added pseudo coloring types TVPHLAME and OFMCOLOR.  Added
        operation ALLOW X Y ZOOM which will auto-magically zoom the
        X and Y axes of the plot to the maximum that will fit on the
        current XAS screen.  Changed DPARM so that DPARM(3) chooses
        the initial baseline (SPFLG only) and DPARM(7) and (8) limit
        the maximum X and Y zoom factor.  Changed routine SPFLAG
        (FTFLAG in FTFLG) to determine the current pixel increment,
        to set corners for channel range, to keep track of the TV pixel
        range below and above the current flagging corners, and to clear
        the TV display and current image file properly.  Changed the
        clip operations to apply only to the IF in which the excess
        value appears rather than also flagging other IFs if allowed.
        Also change help and run-time helps for new menu options and
        the change in clipping.
        Moved nowhere.
